A rare win
Showing up: Missouri voters narrowly but decisively voted in favor of the sports-betting measure put before them on election day on Tuesday, meaning that, as of December 2025 at the latest, the Show Me state will become the 39th state to allow some form of sports betting.
The margin of victory was just 7,486 votes out of the 2.9 million cast.
“Missouri has some of the best sports fans in the world and they showed up big for their favorite teams on Election Day,” said Bill DeWitt, president of the St. Louis Cardinals, in a press release.
The news of the vote provided a boost for the proponents of the measure, notably DraftKings and FanDuel, which together are thought to have pumped ~$40m towards the ballot effort.
In the wider market melt up yesterday following Trump’s re-election, DraftKings gained 5% and Flutter was up 4%.
The deets: With Missouri soon to be among the sports-betting states, it means a further 1.8% of the US population is added to the TAM. Missouri will offer up a total of 22 licensing berths, but the team at DB suggested the full quota is unlikely to be taken up.
However, the team at EKG said the attractions of a low tax rate and low licensing fee of $500k might attract smaller players such as Underdog and Sporttrade.
As well as breaking what the analysts at Jefferies said was a “fallow period” for OSB legislation, analysts also noted the positives to be had from the nature of the legislation.
Played: Deutsche Bank said the tax rate of 10%, with federal handle taxes and promotions deductible, “allows for a very favorable margin profile for the operators of scale.”
Pointing to the similarities with the tax structure of Michigan, DB said the effective tax rate might be as low as 5%.
It means the tax projections, which studies suggested might bring in ~$134m of tax revenue over a five-year period, are “likely to disappoint.”
The analysts at JMP noted this good news on tax comes after there were fears expressed by investors of high-tax contagion leaking from neighboring Illinois, which in January moved its OSB tax rate to 40% from 15%.
Pregnant pause: Noting that an average timeline for launching an OSB regime in the US was ~ nine months, JMP analysts suggested the likelihood was that Missouri would be up and running for the start of the next NFL season.
Sizing it up: Jefferies analysts estimated Missouri’s population size was similar to Maryland, which generated ~$500m in GGR in 2023 or ~5% of the total market. Calculating GGR on a spend-per-adult basis, the team at JMP came up with an at-maturity GGR of $580m.
JMP also suggested the proximity of OSB in Kansas and Illinois would point to the current market leaders “carrying an advantage” from existing customers at launch.

Virginia: Petersburg voters gave the green light to the Cordish Company and Bruce Smith Enterprises’ planned $1.4bn Live! Casino and entertainment district. The project was approved by 82% of voters, local media reported.
Arkansas: In other gambling-related votes, the ballot initiative to remove Cherokee Nation’s Pope County casino license in Arkansas was approved by voters. The referendum also requires any future casino licenses to be approved in a countywide referendum.

Unfragrant: Elon Musk is being sued by voters who signed his petition to uphold the constitution as part of a $1m-a-day giveaway, after it emerged the winners were not chosen at random.
A complaint, filed by Jacqueline McAferty of Arizona in federal court, said Musk and his America PAC duped voters to sign a petition in hopes of winning the prize, only for lawyers defending the Tesla boss to state in court the results were predetermined.

A Finnish framework
Clear and sustainable: Finland has published its draft law, which the team at Nordic Gaming said “suggests a robust and practical framework for a well-regulated gambling market.”
The team noted the law proposes an unlimited number of gaming licenses for betting, iCasino and bingo with a 22% GGR tax rate.
It establishes a “clear and sustainable foundation for licensed operators,” the team added.
Be moderate: Among the measures is terminology around “moderate” bonus offers being allowed, although that is yet to be defined. Welcome bonuses, however, remain off-limits, but companies can offer “transparent loyalty gifts and bonuses to existing customers.”
Bonuses must be wagered but can be withdrawn after a maximum of five rounds.
As for the marketing side, the team said Finland plans a “slightly more liberal marketing policy compared to previous drafts.”
It added that branding, sponsoring and also limited product marketing have a green light, though “interactive elements and influencers remain prohibited, and affiliate links directly leading to gambling sites are still banned.”
Into the white: The Nordic Gaming team noted one “significant change” from earlier discussion and that comes over the issue of IP blocking and money transfer restrictions, which have been omitted from the draft.
“This could impact the ability to control unlicensed operators, so regulatory enforcement strategies may need to adjust accordingly,” the team said.
Brazilian clarity
Close to deadline: Brazilian senate president Rodrigo Pacheco is maintaining his insistence on a parliamentary inquiry into betting within the country, just weeks away from the opening up of the regulated market.
A request from a senator for the creation of a parliamentary inquiry or CPI was made in early October.
Senator Soraya Thronicke said the move was necessary to investigate the “growing influence of online virtual gambling games on the budget of Brazilian families.”
That request is reported by iGB to have surpassed the 27 signatures needed, with the commission having 130 days after its establishment to carry out its work. It will have 11 full members and seven substitutes.
Pacheco told reporters last week that an inquiry needed to be “installed now and made to work.”
“I think it is a good measure to seek clarification and propose measures to limit and contain gambling and to improve discipline in relation to these bets,” he added.
